Winter Sports Venue
The Idaho Department of Parks and Recreation is seeking qualified applicants to reply to a request for proposal (RFP) for a Provision of a winter sports venue.
A non-mandatory pre-proposal conference for prospective bidders will be conducted on January 2, 2025.
Proposals may be submitted manually or electronically. The Proposals must be addressed to the RFP Lead and clearly marked “EAGLE ISLAND WINTER SPORT VENUE CONCESSION PROPOSAL.”
All responses to this RFP are to be received no later than 10:00 a.m. (MT) on January 23, 2025. Please direct questions and responses to this RFP to the following RFP Lead:

Grant Applications
Recreational Program Grants List
The Idaho Department of Parks and Recreation (IDPR) will accept applications for funds from the recreational programs listed below until January 31, 2025. All applications must be submitted electronically via the IDPR website. Each program has a funding opportunity link applicants will need to use to start an application.
- The Recreational Vehicle Program (RV) is used to provide facilities, programs, or services for the health, safety or enjoyment of recreational vehicle users. Recreational vehicles are motor homes, travel trailers, pickup campers, tent trailers, and van conversions.
- The Waterways Improvement Fund (WIF) is used for the protection and promotion of safety, waterways improvement, creation and improvement of parking areas for boating purposes, boat ramps and moorings, marking of waterways, search and rescue, and all things incidental to such purposes including the purchase of property.
- The Off-Road Motor Vehicle Fund (ORMV) is used to acquire, purchase, improve, repair, maintain, furnish, and equip off-road vehicle facilities on public or private land and to assist with the enforcement of laws and regulations governing the use of off-road vehicles.
- The Motorbike Fund (MB) is for securing, maintenance, construction or development of trails and other recreational facilities for off-highway vehicle use on state and federal lands.
- The Recreation Trails Program (RTP) is used to acquire, purchase, improve, repair and maintain trails, trail facilities and sites for both motorized and non-motorized trail uses.
- The Recreational Road and Bridge Fund (R&B) is to develop, construct, maintain and repair roads, bridges and parking areas within and leading to parks and recreation areas of the state.
- The Cutthroat License Plate Fund (CLPF) is for the construction and maintenance of non-motorized boating access facilities for anglers.
- The Mountain Bike Program Fund (BK) is for the preservation, maintenance and expansion of recreational trails within the State of Idaho and on which mountain biking is permitted.

Grant Application for Maintenance of the Idaho Centennial Trail
The Idaho Department of Parks and Recreation Announces that a Recreation Trails Program Grant Application will be submitted for maintenance of the Idaho Centennial Trail. The Idaho Centennial Trail (ICT) was established by IDPR’s board in 1990. It spans over 950 miles, starting at Idaho’s southern border with Nevada and ending at its northern border with Canada. The original vision for the ICT mirrored the country’s other iconic thru-hiking trails, including the Pacific Crest and Appalachian Trails. However, for more than 30 years, there was no dedicated funding source for its maintenance. This lack of funding has left several sections of the ICT unsafe and nearly impassable.
The ICT has the potential to become an exceptional recreational resource for a wide range of users. A well-maintained ICT would showcase Idaho’s most spectacular landscapes – sagebrush deserts, flower-filled alpine meadows, dense cedar forests, striking river canyons, and high mountain lakes – and provide opportunities for off-highway vehicle riders, mountain bikers, stock users, hikers, and backpackers. But, without significant maintenance, conditions will continue to deteriorate until the trail becomes unusable.
This project would fund the maintenance of about 27 miles of the Idaho Centennial Trail. It would benefit all non-motorized users of the trail, including mountain bikers, day hikers, section hikers, and thru hikers, by improving trail conditions. By clearing logs and brush, this project will improve safety, accessibility, and the user experience. Additionally, the project will benefit communities adjacent to the ICT by attracting more visitors, who contribute to local economies.
The grant request is for $70,000.

Grant Application for a Single-Track Trail Building Machine
The Idaho Department of Parks and Recreation Announces that a Recreation Trails Program Grant Application will be submitted for a single-track trail building machine. The machine will be shared between the Motorized and Non-Motorized Trails Programs and will be used to improve single-track trails open to dirt bikes, mountain bikers, stock users, and hikers. The grant request is for $105,000.

Grant Application for Snow Groomer
The Idaho Department of Parks and Recreation announces that a Recreational Trails Program Grant Application will be submitted for one snow groomer that will be replaced in the 2026 season. The grant request is for $315,000 for the purchase of one over-snow groomer in Twin Falls County.

RV Fund Grant - Comment Deadline January 27, 2025
The Idaho Department of Parks and Recreation (IDPR) is applying for an RV Fund Grant to purchase automated dump fee stations for 15 of Idaho’s state parks that provide RV camping and RV dump stations. The dump fee stations will assist parks with the increased cost and increased use of RV dump stations utilized by RV users.
This project will assist state parks in the operation and maintenance of RV dump station facilities and services while meeting the needs of RV enthusiasts by promoting a healthy, safe, and enjoyable experience.
