2012 Marine Law Enforcement Academy

Academy Description: This course has been redesigned to better accommodate the scheduling needs of students. We have combined the basic and advanced curriculum into a 8-day format. Our goal is to fully prepare and certify marine deputies upon completion. This academy is POST certified in Idaho.

This course is available to Sheriffs Deputies, Idaho Fish and Game Officers, local police departments, and state park personnel. Reserve or Level One status is NOT a requirement for admission.

Prerequisites*: Successful completion of “Boat Idaho, A Course on Responsible Boating”.  Proof of Completion Required.

Co requisite: NIMS and ICS training per your agency's policy.

*Please Note: The Boat Idaho course book will be mailed to each student upon receipt of your completed application. Students may also complete the course online for a fee of $15.00 if desired.

Curriculum: Ethics/Duties of a Marine Deputy, Idaho Code, Carriage requirements, Operational law, RULES of the road, ENFORCEMENT procedures, SFST’S, WET lab. MARINE THEFT and Fraud, ACCIDENT INVESTIGATION, Officer Survival, Basic and Advanced Boat Operations. On The Water operations include, Boat handling, launch/retrieve, tows and assists, KNOWN and unknown scenarios, routine boat safety inspections and pool session.

Required Equipment: Uniform, duty belt, firearm, casual clothing, foul weather gear, and swimsuit.

Classroom materials and some catered lunches provided.

2012 Marine Tactical Advantage (M-TAC)

Training Description: The Marine Tactical Advantage Course (MTAC) is a comprehensive course available for law enforcement officers who work on the water – i.e. Marine Deputies, Fish and Game Officers, Forest Service Law Enforcement Officers, etc. The concept of the course was developed through a cooperative effort and input from Idaho County Marine Supervisors, Marine Instructors, Idaho Fish and Game, and Idaho Parks and Recreation.

Curriculum:  The M-TAC curriculum covers a wide variety of marine law enforcement issues including:

  • Handcuffing and arrest techniques applicable to the marine environment
  • Defensive tactics in the boating environment as well as in the water
  • Cold water immersion
  • On the water scenario-based training using simunition firearms

Required Equipment: Uniform, duty belt, foul weather gear, eye and ear protection.

Classroom materials and some catered lunches provided.

2013 Personal Watercraft / Search and Rescue (PWC/SAR) Training

Training Description:
Personal Watercraft / Search and Rescue: This is a three-day skills based course. Training consists of one half day of classroom instruction followed by half-day of flat-water PWC operations. The next two days are spent on the Clearwater River practicing SAR maneuvers in a variety of water conditions. Students are trained in one, two and three man rescues with and without rescue sleds. PWC’s and helmets are provided.

Required Equipment: Appropriate coldwater gear. Dry Suit or Wet Suit, gloves and boots are required. (Limited number of Dry Suits available for loan, Call for availability).

Classroom materials and some catered lunches provided.

2012 Marine Officer River Navigation and Techniques

Training Description:  Idaho Parks and Recreation has been working with a number of Idaho Marine Deputies, Instructors and Supervisors to develop a course on river running, reading and operations for Marine Law Enforcement Officers – i.e. Marine Deputies, Fish and Game Officers, and Forest Service Law Enforcement Officers. The need for a course covering these important issues has been discussed for a number of years in Idaho. This POST approved 3-day, 30-hour course is taught in mid-May on the Clearwater and Snake Rivers near Lewiston. The course consists of 5 hours of classroom instruction, with the balance of the course being taught on the water. The location and time of the year were selected for the different types of water and conditions needed for the course.

The primary objective of this course is to expose Marine Deputies to a variety of moving water-related issues that they are likely to encounter while conducting Marine Patrol, or assisting with Search and Rescue related operations on the many rivers in Idaho. Marine Patrol is inherently dangerous; but when done on moving water, the risks are greatly magnified. Once the students have completed the course, they should have a better understanding of the many hazards that exist while conducting these necessary missions. They should also have a better understanding on how to read, navigate, and manage these hazards. Furthermore, they should have a better understanding of their personal limitations and the limitations of the equipment they are using.
